Dr. Jose Bienvenido Manuel M. Biona

Executive Director, Electric Vehicle Association Philippines (EVAP)

Dr.Jose Bienvenido Manuel M. Biona is currently the Executive Director of the Electric Vehicle Association of the Philippines and a Full Professor of Mechanical Engineering of De La Salle University where he is also the founding and current Executive Director of the Enrique Razon Jr. Logistics Institute. He led EV-related policy and technology reviews that extensively supported the crafting of the Electric Vehicle Industry Development Act in the Philippines and eventually the led the technical team that guided the Comprehensive Roadmap for the Electric Vehicle Industry development. He is currently the senior technical advisor and reviewer in the Department of Trade and Industry-UNIDO project on “Accelerating the adoption and scale-up of electric mobility for low carbon city development” in the Philippines which to craft and pilot the Electric Vehicle Incentive Strategy covering electric jeepney and motorcycle, battery production and EV-related power electronics and software development and manufacturing. He has been engaged by various sustainable transport related initiatives of local and international including government agencies (DOE, DoTr, DTI, DENR, DOT), World Bank, UNEP, UNDP, UNIDO, ADB, USAID, GIZ, CAA and GGGI and have handled EV-related projects in Asia, Middle East and the Pacific. He also seats in the board of various clean transport start-ups.
